Polarization of the social-economic space and prospects of rural areas in the old-developed regions of Central Russia | Поляризация социально-экономического пространства и перспективы сельской местности в староосвоенных регионах Центра России

Доклад был подготовлен на основе ряда публикаций по проекту Российского научного фонда № 19-17-00174 "Развитие районов старого освоения в условиях социально-экономической поляризации и сжатия освоенного пространства Европейской России". Основная цель исследования состояла в выявлении проблем и последствий влияния поляризации пространства России на развитие сельской местности на разных масштабных уровнях от регионального до локального на примере регионов Центральной России, включающих Московскую и окружающие ее области. В докладе рассмотрена специфика сельской местности Центральной России, показаны особенности ее освоения и последствия длительной сельской депопуляции, наиболее сильной в регионах вокруг Московской области. Особое внимание уделено разным видам миграций населения (межрегиональным, внутрирегиональным и международным), их причинам, выявлению очагов современной концентрации населения. Подробно рассмотрена трансформация сельского хозяйства в этих регионах, его организационные и пространственные изменения, показаны основные векторы упадка и восстановления с.-х. производства и его влияние на сельское расселение. Выявлено, что поляризация сельского пространства происходит на всех масштабных уровнях: регионов, муниципальных районов, населенных пунктов. Применен комплексный подход, рассматривающий сельскую местность во взаимодействии с городами. Показано влияние инвестиций из городов на развитие сельской местности, усиливающаяся концентрация сельского населения в пригородах и роль городских дачников в реосвоении сельской местности и сохранении сельских населенных пунктов. В целом экономическая поляризация пространства, благодаря специфике российских институтов, пока еще стимулирует миграции в главные центры и их пригороды.

English. The presentation summarized publications based on the research supported by the Russian Science Foundation (project No. 19-17-00174 "Development of the old-developed regions under the social-economic polarization and the reduction of the developed space of European Russia"). The research aimed at identifying challenges and consequences of the Russian spatial polarization for rural areas at different levels – from regional to local – on the example of Central Russia (including the Moscow Region and its neighboring regions). There are considered the features of rural areas in Central Russia, there are described the trends of their development and consequences of the long-term rural depopulation which was especially strong around the Moscow Region. The focus is on different types of migration (interregional, intraregional and international) and their reasons; identifying centers of the contemporary population concentration; describing the transformation of agriculture in these regions, its organizational and spatial changes, the main trends in the decline and revival of agricultural production and its impact on rural settlement; proving that the polarization of rural areas affects all levels – regions, municipal districts and settlements. There is used the integrated approach that considers rural areas in their interaction with cities: the influence of urban investments on the development of rural areas, the increasing concentration of the rural population in the suburbs, the role of summer residents in the redevelopment of rural areas and in the preservation of rural settlements. In general the economic polarization of the space, in view of the specifics of the Russian institutes, stimulates the migrations to the main centers and their suburbs so far.
