A systematic approach in strategic management of spatial development of agriculture | Системный подход как инструмент стратегического управления пространственным развитием сельского хозяйства

English. The growing interest of researchers in studying the prerequisites and criteria for the formation of a strategy, as well as the directions of spatial development of agriculture, is currently due to the need to increase the sustainable functioning and development of both the industry itself in this space and the Russian territories as a living environment. In modern conditions, the foundation of the formation and development of agriculture is the connectivity of the economic space, expressed in the balance of economic interactions, and strategic management, expressed in institutional interaction at all levels, accessibility, intensity and complementarity of subjects. In this regard, the assessment of the strategic management of agriculture in the country is currently gaining considerable scientific interest, and the level of interaction between government structures, business and the population has a significant impact on the integrated functioning and development of agricultural economies. The problem of constructing a model of strategic management of spatial development of agriculture is considered. The search and application of additional tools to ensure the sustainable development of the economy of the country's region, strengthening the position of the industry in the face of increasing competition in foreign markets - all this becomes even more acute precisely in modern economic conditions, uncertainty and crisis. At the same time, effective forms of management of spatial development of agriculture, including coordination of actions, effective cooperation of system-forming structures in agriculture, are of particular importance. 2 directions must dominate in the strategy of managing the spatial development of agriculture: territorial-branch and program-target. The organization of the industry space and its development is capital, and the purpose for its management is due to the reduction of transaction costs in the use of the territorial space.

Возрастающий интерес исследователей к изучению предпосылок и критериев формирования стратегии, а также направлений пространственного развития сельского хозяйства в настоящее время обусловлен необходимостью повышения устойчивого функционирования и развития как самой отрасли в данном пространстве, так и российских территорий как среды проживания. В современных условиях фундаментом формирования и развития сельского хозяйства выступает связанность экономического пространства, выраженная в сбалансированности экономических взаимодействий, и стратегического управления, выраженного в институциональном взаимодействии всех уровней, доступностью, интенсивностью и взаимодополняемостью субъектов. В этой связи оценка стратегического управления сельского хозяйства страны в настоящее время приобретает значительный научный интерес, а уровень взаимодействия властных структур, бизнеса и населения оказывает существенное влияние на комплексное функционирование и развитие аграрной экономики. Рассматривается проблема построения модели стратегического управления пространственным развитием сельского хозяйства. Поиск и применение дополнительных инструментов для обеспечения устойчивого развития экономики региона страны, укрепления позиций отрасли в условиях нарастающей конкурентной борьбы на внешних рынках – все это становится еще острее именно в современных экономических условиях неопределенности и кризиса. При этом особое значение имеют эффективные формы управления пространственным развитием сельского хозяйства, включающие координацию действий, результативное сотрудничество системообразующих структур в сельском хозяйстве. В стратегии управления пространственным развитием сельского хозяйства должны доминировать 2 направления: территориально-отраслевой и программно-целевой. Организация пространства отрасли и ее развитие - есть капитал, а цель управления им обусловлена снижением транзакционных издержек в использовании территориального пространства.
