Современное состояние и направления развития отечественного плодоводства в условиях реализации программы импортозамещения | The current state and directions of development of domestic fruit growing in the context of the implementation of the import substitution program

English. The economic analysis of the domestic fruit growing industry in farms of various categories is carried out. In the course of the research, statistical information was used from the databases of Rosstat, the Federal Customs Service and the Ministry of Agriculture of the Russian Federation, financial and economic reporting of agricultural organizations. The calculations were performed using MS Excel and SimulAr software products. The area under fruit and berry plantations in the Russian Federation and The Krasnodar Territory decreased from 657.5 and 59.8 in 2001-2005 to 463.3 and 41.5 thousand ha in 2016-2020. Gross harvest of pome fruits for the same periods in the Russian Federation and Krasnodar the region increased from 1741.8 and 276.1 to 1953.1 and 351.6 thousand t, and stone fruits – from 555.4 and 46.7 to 589.5 and 69.7 thousand t. From 2014 to 2020, the physical volume of imports of seed fruits decreased from 1426 to 1050 thousand t, and its value – from 981 to 777 million dol. During the same period, the volume of stone fruit imports increased from 377 to 528 thousand t, and its value – from 503 to 623 million dol. Over the past 3 years (2019-2021), there has been a steady trend towards an increase in the share of domestic and a decrease in the share of imported planting material when laying industrial gardens. In the total volume of fruit and berry plantations in the Krasnodar Territory, from 2014 to 2020, the share of intensive type gardens increased, their share in the total harvest increased, and the cost of their products was significantly lower than the cost of products from conventional gardens. The calculations carried out showed that investments in the amount of 400 million rub are needed to lay an intensive apple orchard with an area of 100 ha. Without state support, the project will pay off in 7, 8 years; net discount income will amount to 176.7 million rub.; internal rate of return – 13.8%, risk the unprofitability of the project is 18.2%. In the presence of state support in the amount of 1.3 million rub/ha the listed indicators will amount to 6.3 years; 306.7 million rub; 19.9% and 1.1%, respectively. It is concluded that it is necessary to maintain state support when laying new gardens in the amount of 1.0-1.2 million rub/ha, otherwise investments in new gardening projects will be extremely risky.

Russian. Проведен экономический анализ отрасли отечественного плодоводства в хозяйствах различных категорий. В ходе исследований была использована статистическая информация баз данных Росстата, ФТС и МСХ РФ, финансово-экономической отчетности с.-х. организаций. Проводимые расчеты были выполнены с использованием программных продуктов MS Excel и SimulAr. Площадь под плодово-ягодными насаждениями в РФ и Краснодарском крае сократилась с 657,5 и 59,8 в 2001-2005 гг. до 463,3 и 41,5 тыс. га в 2016-2020 гг. Валовый сбор семечковых плодов за те же периоды в РФ и Краснодарском крае возрос с 1741,8 и 276,1 до 1953,1 и 351,6 тыс. т, а косточковых – с 555,4 и 46,7 до 589,5 и 69,7 тыс. т. С 2014 г. по 2020 г физический объем импорта семечковых плодов сократился с 1426 до 1050 тыс. т, а его стоимость – с 981 до 777 млн. долл. За этот же срок объем ввоза косточковых плодов возрос с 377 до 528 тыс. т, а его стоимость – с 503 до 623 млн. долл. За последние 3 года (2019-2021 гг.) отмечена устойчивая тенденция к увеличению доли отечественного и снижение доли импортного посадочного материала при закладке промышленных садов. В общем объеме плодово-ягодных насаждений в Краснодарском крае с 2014 г. по 2020 г. увеличилась доля садов интенсивного типа, возросла их доля в общем урожае, а себестоимость их продукции была существенно ниже себестоимости продукции из обычных садов. Проведенные расчеты показали, что для закладки яблоневого сада интенсивного типа площадью 100 га необходимы инвестиции в размере 400 млн. руб. Без господдержки проект окупится через 7,8 лет; чистый дисконтный доход составит 176,7 млн. руб.; внутренняя норма доходности – 13,8%, риск убыточности проекта – 18,2%. При наличии господдержки в размере 1,3 млн. руб./га перечисленные показатели составят 6,3 года; 306,7 млн. руб.; 19,9% и 1,1% соответственно. Сделан вывод о необходимости сохранения господдержки при закладке новых садов в размере 1,0-1,2 млн. руб./га, в противном случае инвестиции в новые проекты в садоводстве будут чрезвычайно рискованными.
