Стратегирование развития агроэкспорта СФО с учетом глобальных тенденций мирового продовольственного рынка | Strategy for the development of agricultural export of Siberian Federal District taking into account global trends in the global food market

In the context of a difficult political and economic situation causing the uncertainty of the external environment and, as a result, the risks of international relations it becomes especially relevant to use strategizing tools. Despite the positive dynamics of agro exports of the Siberian Federal District (SFD), it can be characterized as raw materials, unbalanced by the structure of commodity groups and the having unstable demand for individual commodity items. To form strategic directions for the development of agricultural exports of the SFD, situational and strategic analysis methods are used. The main problem is the lack of an integrated vision for the development of agricultural exports of the SFD. In order to resolve the problem, it is proposed to identify the main characteristics of the current situation in the agro-industrial complex, especially the food and processing industries of the country, including the SFD. Deep processing products will optimize the structure of the economy of the macro region and create a new commodity mass of agricultural products, recognizable based on the unique characteristics of the territory, through the development of product specialization and the expansion of potential sales markets. There are suggestions that the SFD has a possibility of integration into the global food market by implementing a comprehensive growth strategy for agro export of the Siberian macro region, which can be formed with reference to the balancing of the portfolio of commodity groups. The study emphasizes the importance of using strategizing technologies in the formation of a comprehensive strategy for the development of agro export at the macro region level.

В условиях сложной политической и экономической ситуации обуславливающей неопределённость внешней среды и, как следствие, риски международных отношений становится особенно актуальным использование инструментов стратегирования. Несмотря на положительную динамику агроэкспорта Сибирского федерального округа (СФО), его можно охарактеризовать сырьевым, несбалансированным по составу товарных групп и обладающим нестабильным спросом на отдельные товарные позиции. Для формирования стратегических направлений развития агроэкспорта СФО используются методы ситуационного и стратегического анализа. Главной проблемой является отсутствие комплексного видения развития агроэкспорта СФО. С целью разрешения проблемы предлагается идентификация основных характеристик сложившейся ситуации в АПК, в особенности пищевой и перерабатывающей промышленности страны, в том числе в СФО. Продукция глубокой переработки позволит оптимизировать структуру экономики макрорегиона и создать новую товарную массу продукции АПК, узнаваемую исходя из уникальных особенностей территории, через развитие продуктовой специализации и расширения потенциальных рынков сбыта. Выдвигаются предположения о том, что СФО имеет возможность интеграции в мировой рынок продовольствия, реализуя комплексную стратегию роста агроэкспорта Сибирского макрорегиона, которая может быть сформирована с учетом балансирования портфеля товарных групп. Проведенное исследование подчеркивает важность использования технологий стратегирования при формировании комплексной стратегии развития агроэкспорта на уровне макрорегиона.
