Экономический механизм интеграции сельскохозяйственных, перерабатывающих и сбытовых организаций в регионе | Economic mechanism of integration of agricultural, processing and marketing organizations in the region

English. Considered are the possibilities of forming an economic mechanism for the systemic integration of agricultural, processing and marketing enterprises in the region. The regional agro-industrial complex is presented as a sphere of systemic action of integration processes. 2 methodological approaches are used to define the concept of "economic mechanism of system integration": the mechanism as an instrument of influence and the process of managing an object, and the mechanism as a tool for the interaction of subjects. The systematization of the definitions and structure of economic mechanisms in the industry makes it possible to single out the mechanisms of management and interaction and pattern mechanisms. The concept of a system, in accordance with the objectives of the study, is defined as a set of elements that are in relationships or connections with each other, forming integrity or organic unity. The combination of these elements, from the position of defining the concept of "mechanisms of system integration" as a certain sequence of interrelated economic phenomena of an objective nature, is presented in the form of a diagram. Mechanisms of structuring (concentration and specialization of production, form and conditions of labor organization); functional mechanisms (tariff and tax regulation, credit and banking and fiscal systems); mechanisms of adaptation and sustainability (economic relations) are defined. The internal mechanisms of the system are complemented by the mechanisms of its interaction with the external environment. A feature of the presented structure of the management mechanism is the specific role of the integrator center, which determines the rules of the "work" of the economic mechanism, but at the same time weak feedback of the subjects and the integrator. The study of the mechanism of system integration in the regional aspect allowed concluding that it consists of 2 dialectically interacting parts: state-regional and initiative-market mechanisms of regulation of this process.

Russian. Рассматриваются возможности формирования экономического механизма системной интеграции с.-х., перерабатывающих и сбытовых организаций в регионе. Региональный агропромышленный комплекс представлен как сфера системного действия интеграционных процессов. Используются 2 методологических подхода к определению понятия "экономический механизм системной интеграции", в которых оно представлено механизмом как инструментом воздействия и процесса управления каким-либо объектом и механизмом как инструментом взаимодействия субъектов. Систематизация определений и структуры экономических механизмов в отрасли позволяют выделить механизмы управления и взаимодействия и механизмы-закономерности. Понятие система, в соответствии с задачами исследования, определяется как множество элементов, находящихся в отношениях или связях друг с другом, образующих целостность или органическое единство. Комбинация и сочетание этих элементов, с позиции определения понятия "механизмов системной интеграции" как определенной последовательности взаимосвязанных экономических явлений, носящих объективный характер, представлено в виде схемы. Определены механизмы структуризации (концентрация и специализация производства, форма и условия организации труда); функциональные механизмы (тарифное и налоговое регулирование, кредитно-банковская и бюджетно-финансовые системы); механизмы адаптации и устойчивости (экономические отношения). Внутренние механизмы системы дополняются механизмами ее взаимодействия с внешней средой. Особенностью представленной структуры управленческого механизма является специфическая роль центра-интегратора, который определяет правила "работы" экономического механизма, но в тоже время слабой обратной связи субъектов и интегратора. Исследование механизма системной интеграции в региональном аспекте позволило сделать вывод, что он состоит из двух диалектически взаимодействующих частей: государственно-регионального и ини-циативно-рыночного механизмов регулирования данного процесса.
