The influence of the sectoral specialization of regions on the dynamics of their economic development in the context of a pandemic | Влияние отраслевой специализации регионов на динамику их экономического развития в условиях пандемии

There is considered the impact of agro-specialization of regions on the dynamics of their economic development in a pandemic using the example of the subjects of the Central Federal District (CFD). The CFD regions occupy one of the leading positions in terms of socio-economic development. Under the food embargo, the role of agriculture and the food industry has increased significantly. The increase in crop production volume and the expansion of livestock numbers have a stimulating effect on related industries, thereby increasing the level of self-sufficiency of the country, activating the logistics sector and revitalizing food markets. There has been analyzed the dynamics of the share of agriculture in the gross regional product (GRP) structure of the regions of the CFD for the period 2016-2020, as a result of which the regions of the district were divided into 2 clusters depending on the value of the indicator – up to 10% or more. In the context of the formed clusters, an assessment was made of changes in the main socio-economic indicators. The average group value for the indicators under consideration was calculated, which makes it possible to compare the average level between regions, to identify the presence of patterns and to draw reasonable conclusions about the impact of agro-specialization. In the course of the work, it was found that in the context of a pandemic accompanied by a general economic recession, in a number of regions of the CFD, the dynamics to strengthen the role and influence of agriculture on economic development. Among the regions of the CFD, only in 8 of them, the share of agriculture in the structure of GRP in 2020 varies between 10-33%, as a result of which they can be called the most agriculturally specialized in the district. In the cluster of agro-specialized regions, the average level of GRP per capita and average per capita income is by an order of magnitude higher than in regions with other specializations. This indicates that in the context of the pandemic, agriculture has become one of the drivers for the development of industry and the economics of the regions as a whole.

Russian. Рассматривается влияние агроспециализации регионов на динамику их экономического развития в условиях пандемии на примере субъектов Центрального федерального округа (ЦФО). Регионы ЦФО занимают одну из главенствующих позиций по показателям социально-экономического развития. В условиях продовольственного эмбарго роль сельского хозяйства и пищевой промышленности существенно возросли. Наращивание объемов выращивания с.-х. культур и расширение поголовья скота оказывают стимулирующее воздействие на смежные отрасли, тем самым повышают уровень самообеспечения страны, активизируют сферу логистики и оживляют продовольственные рынки. Проанализирована динамика удельного веса сельского хозяйства в структуре валового регионального продукта (ВРП) регионов ЦФО за период 2016-2020 гг., по результатам чего регионы округа были разделены на 2 кластера в зависимости от величины показателя – до 10% и более. В разрезе сформированных кластеров проведена оценка изменения основных социально-экономических индикаторов. Был сделан расчет среднегруппового значения для рассматриваемых показателей, что дает возможность сопоставить средний между регионами уровень, выявить наличие закономерности и сделать обоснованные выводы о влиянии агроспециализации. В ходе работы было установлено, что в условиях пандемии, сопровождающейся общеэкономическим спадом, в ряде регионов ЦФО сохранилась динамика к усилению роли и влияния сельского хозяйства на экономическое развитие. Среди регионов ЦФО лишь только в 8 удельный вес сельского хозяйства в структуре ВРП в 2020 г. варьирует в пределах 10-33%, в результате чего их можно назвать наиболее аграрно-специализированными в округе. В кластере агроспециализированных регионов средний уровень ВРП на душу населения и среднедушевого дохода на порядок выше, чем в регионах с иной специализацией. Это свидетельствует о том, что в условиях пандемии сельское хозяйство стало одним из драйверов для развития промышленности и экономики регионов в целом.
