Вопросы низкоуглеродной трансформации отраслевой структуры растениеводства в региональных агропродовольственных системах | Issues of low-carbon transformation of the sectoral structure of plant production in regional agro-food systems

The agro-food systems are characterized by the absence of a rigid technological structure in the production, which makes it easier for such systems to adapt to the external environment, part of which are emerging institutions of a low-carbon economy. Meeting its requirements encourages agricultural producers to minimize their carbon footprint and calls for the development of strategies adequate to this problem. When searching for and justifying strategic decisions, it is necessary to take into account a large number of parameters, the change of which within acceptable limits leads to a variety of ecological and economic solutions. The main properties of the agro-food system affecting the components of the ecological and economic criterion are the structure of land use and the structure of acreage on arable land, the sectoral structure of animal husbandry, the concentration of exchange energy in the diets of agricultural animals, the system of their keeping and feeding, methods of storage and application of manure, methods of using by-products of crop production and much more, and therefore, a reasonable choice of the listed elements is a difficult task, which can be attributed to the class of system design tasks. In general, the design process consists of several stages. At the first stage, the material agro-food system is replaced by its mathematical model. At the second stage, many problems of optimal transformation of the properties of this system are solved, that is, achieving the maximum of the economic criterion with increasing values of carbon emission reduction. At this stage, it becomes possible to introduce carbon quotas into consideration, as well as take into account the presence of stochastics of the external environment or limit ourselves to individual scenarios. Both in the first and in the second cases, the work of an entity representing an agro-food system to choose a design solution that is environmentally and economically effective and generates sustainable results will be required.

Для агропродовольственных систем характерно отсутствие жесткой технологической структуры производства продукции, что позволяет им легче адаптироваться к внешней среде, частью которой являются возникающие институты низкоуглеродной экономики. Выполнение ее требований стимулирует производителей с.-х. продукции минимизировать углеродный след и вызывает необходимость разработки адекватных данной проблеме стратегий. При поиске и обосновании стратегических решений приходится учитывать большое число параметров, изменение которых в допустимых пределах приводит к множеству эколого-экономических решений. Основными свойствами агропродовольственной системы, влияющими на составляющие эколого-экономического критерия, являются структура землепользования и структура посевных площадей, отраслевая структура животноводства, концентрация обменной энергии в рационах с.-х. животных, система их содержания и кормления, способы хранения и применения навоза, способы использования побочной продукции подотраслей растениеводства и многое другое, а потому обоснованный выбор перечисленных элементов представляет собой сложную задачу, которую можно отнести к классу задач проектирования систем. В общем случае процесс проектирования состоит из нескольких этапов. На первом этапе материальная агропродовольственная система заменяется ее математической моделью. На втором этапе решается множество задач оптимальной трансформации свойств этой системы, то есть достижение максимума экономического критерия при возрастающих значениях сокращения эмиссии углерода. На этом этапе появляется возможность ввести в рассмотрение карбоновые квоты, а также учесть наличие стохастики внешнего окружения или ограничиться отдельными сценариями. И в первом, и во втором случаях потребуется работа субъекта, представляющего агропродовольственную систему по выбору проектного решения, эффективного в эколого-экономическом отношении и генерирующего устойчивые результаты.
