При этом на первый план выходит взаимосвязь социальных и экономических аспектов функционирования рынка алкоголя. Государство, с одной стороны, пытается снизить потребление алкогольной продукции населением для улучшения его физического здоровья, а, с другой стороны, обеспечить дополнительные поступления в бюджет за счет увеличения налогов и сборов. В то же время производители алкогольной продукции стремятся максимизировать свою прибыль и повысить рентабельность своей деятельности. В силу сложившейся ситуации важно обеспечить некий баланс условий взаимодействия на рынке алкогольной продукции для государства, производителей и потребителей. Белгородская область, как один из наиболее экономически развитых регионов ЦЧР, является участником рынка алкоголя. Производство алкогольной продукции на территории области имеет тенденцию к снижению, как и потребление. Деловая активность предприятий-производителей алкогольной продукции влияет на социально-экономическое положение региона и требует оценки для определения тенденций развития данного сегмента в области. Сделан общий анализ потребления алкогольной продукции в Белгородской области, проанализирована деловая активность производителей алкогольной продукции в регионе. Оценка деловой активности организаций-производителей алкогольной продукции в регионе указывает на то, что данный сегмент рынка недостаточно развит. Деятельность только одного из трёх предприятий можно определить как эффективную. С позиции интереса региональной власти необходимо обеспечить качество производимой алкогольной продукции и этилового спирта и определить возможность межрегионального сотрудничества.

English. The alcohol market is an integral segment of the Russian economic space. And the relationship between social and economic aspects of the functioning of the alcohol market comes to the fore. The state, on the one hand, is trying to reduce the consumption of alcoholic products by the population to improve its physical health, and, on the other hand, to provide additional revenue to the budget by increasing taxes and fees. At the same time, manufacturers of alcoholic products seek to maximize their profits and increase the profitability of their activities. It is important to ensure a certain balance of conditions for interaction in the alcohol market for the state, producers and consumers. The Belgorod region, as one of the most economically developed regions of the Central Chernozem Region, is a participant in the alcohol market. The production of alcoholic products in the region tends to decrease, as well as the consumption. The business activity of enterprises producing alcoholic beverages affects the socio-economic situation of the region and requires for an assessment to determine the development trends of this segment in the region. A general analysis of the consumption of alcoholic products in the Belgorod region has been made, the business activity of alcohol producers in the region has been analyzed. An assessment of the business activity of alcohol production organizations in the region indicates that this market segment is not sufficiently developed. The activity of only one of three enterprises can be defined as effective. From the standpoint of the interest of the regional authorities, it is necessary to ensure the quality of alcoholic beverages and ethyl alcohol produced and to determine the possibility of interregional cooperation.
