Empirical studies of the impact of mechanization, have not demonstrated significant output gains from mechanization nor does most available evidence indicate that timeliness in crop operations has improved. It is urgued that the tractor densities needed for substantially reducing time spent on land preparation, for example, are much higher than densities which are economically viable in most of the less developed Asian countries under present cost and price structures. To formulate appropriate government policies, it is essential the rigorous social benefit-cost analyses be conducted to determine if gains from better timeliness will compensate for the costs of increasing machine density
