Major marine biological changes due to human activity have already occurred in New Zealand and more are expected. Large natural year-to-year changes are common. Very few attempts have been made to measure either of these, and the lack of protected marine areas makes study of natural or induced change extremely difficult. The example of the marine reserve at Leigh, North Auckland, New Zealand, shows that a network of representative unexploited marine areas is necessary for cost-effective monitoring and would significantly improve scientific research, general marine resource management, public education and recreation.
