Recurrent and extensive water scarsity reveals the inefficiency of the Italian system of distribution and the need to adopt organic policies for regulating the allocation of water resources to meet different requirements. Parliament is, at present, discussing measures to reform the entire system. Agriculture is the main consumer of water in our country and the production potential and income of this sector depend on the way that water resources are allocated. The article considers some of the principal economic features of a policy of ground-water utilization. Particular attention is paid to measures that support long-term production and economic development aims. Reference is also made to water management programs in the USA, specifically in Arizona
