This is a study of irrigation management from the US Government Bureau of Reclamation to farmer-controlled irrigation districts in the Columbia River Basin Project, Washington State, USA. It assesses the conditions motivating and shaping the transfer, the nature of the change process, perspectives of the different groups involved and the effects of management transfer on the hydrologic, agricultural, economic and financial performance of irrigated agriculture in the Project. Comparisons are made with conditions in developing countries.
