The Convention on Biological Diversity which entered into force on December 29, 1993, creates a new relationship between states providing genetic resources and potential users and is legally binding for the member states. Although many of the details of implementing the convention still need to be worked out. It is obvious that the Convention is already now altering the international cooperative effort to conserve and utilize genetic resources. The plant genetic resources for food and agriculture (PGRFA) are an important part of the biological diversity. At the moment, discussions on the implementation of the Convention on Biological Diversity and on the revision of the FAO International Undertaking are under way which, together with the GATT/TRIPS agreement, will lead to the future global framework for the conservation and utilization of biodiversity. The International Agricultural Research Centers will need clear guidance from the Consultative Group on International Agricultural Research (CGIAR) since most of its members have ratified the Biodiversity Convention. Considering that conservation and utilization of germplasm are the cornerstones of the CGIAR mandate as well as for the operation of the centers, the ongoing process has to be carefully analysed and consequences have to be elaborated. In order to analyse the different aspects and consequences involved in the implementation of the Convention from a German perspective, it was decided to set up a multidisciplinary working group at ATSAF, composed of representatives from public and private research as well as NGOs and representatives from different ministries (BMZ, BML and BMU). During the second half of 1995, the working group focussed primarily on the issue of access to plant genetic resources for food and agriculture and benefit sharing.
