The processes of growth led by small and medium size enterprises, combined with several characteristics of the local socio-economic structure, particularly the local institutional setting and the labour resources at hand, favoured the emergence of manufacturing enterprises in the countryside. Tras-os-Montes e Alto Douro has a productive system with its own peculiar characteristics that must be kept in mind when designing and implementing the development strategy. In order to explore these features, this study probes the literature on flexible specialisation with a view to interpreting recent industrial growth in the countryside of Southern Europe, provides information on the Portuguese economy and its integration into the global economy.
