Normal psycho-physical development of children, youth, individual adults, families, social groups and the entire Polish society is a key aim of a social policy. In the years 1989-2000 the access of the population to food was very much differentiated. Severe unemployment, deep deversification of wages have brought about the fact that as much as 15.8 percent of the total number of households are in the sphere of poverty.
