WTO from the Uruguay round to Cancun. A North-South interpretation [World Trade Organization]

English. This article presents an analysis of the GATT/WTO North-South debate from the Uruguay round to Cancun. The first three sections outline the change in the strategies of the Developing Countries (DCs), arguing that the results of the Uruguay round were biased in favour of the latter, and that expansion of the agenda into regulatory issues is potentially negative for the DCs, since the asymmetry in technical capability, negotiating power and implementation costs jeopardises the chances of obtaining results favourable to development. Section 4 comments on the Doha results, section 5 examines the agriculture negotiations in closer detail, and section 6 comments on Cancun, where the traditional approach - reaching consensus on the basis of agreements designed by a few, mainly developed, Countries - failed, together with the Conference. Although there are risks for the multilateral trading system, the Developing Countries had no acceptable alternative in Cancun
Show more [+] Less [-]Italian. Questo lavoro propone un'analisi in chiave Nord-Sud del percorso del GATT/WTO dall'Uruguay Round a oggi. Nei primi tre paragrafi si descrive brevemente il cambiamento nel tempo della partecipazione dei Paesi in Via di Sviluppo (PVS), si sostiene che i risultati dell'Uruguay Round sono stati "sbilanciati" a sfavore di questi ultimi e che la continua espansione dell'agenda del WTO in ambiti regolatori interni e' una tendenza con potenziali effetti negativi per i PVS, perche' l'asimmetria nella capacita' tecnica, nel potere negoziale e nei costi di implementazione rende difficile ottenere risultati favorevoli allo sviluppo. Il paragrafo 4 discute i risultati di Doha e l'andamento dei negoziati post-Doha, il 5 entra nel dettaglio di una trattativa - quella sull'agricoltura - difficile e importante per i PVS, l'ultimo commenta il fallimento della Conferenza di Cancun. A Cancun il protagonismo dei PVS ha determinato la crisi dell'approccio tradizionale, nel quale il consenso era ottenuto sulla base di accordi sostanzialmente delineati da pochi Paesi, per lo piu' sviluppati. Sebbene il fallimento comporti rischi per il sistema commerciale multilaterale, nella sostanza a Cancun i PVS non avevano un'alternativa accettabile
