L'évolution de la commercialisation des bois publics français : entre dépendance au chemin et rupture institutionnelle

This article suggests applying the “path dependence” and “path breaking” concepts to the study of merchant institutions through which timber is sold in France. The aim is to analyze the consequences of a new law on timber industry. First we remind, the features which led to the appearance of a path dependence situation around the auction. Then we describe the exogenous and endogeneous factors in favour of a change in the institutional trajectory, due to the raise of supply contracts sales by private agreements. Finally, we present all the arguments given by part of the timber industry to maintain the auction as the main sales method.
Show more [+] Less [-]Cet article propose d’appliquer les concepts de « dépendance au chemin » et de « rupture du chemin » à l’étude des institutions marchandes de bois public en France. L’objectif est d’analyser les conséquences de la mise en oeuvre d’une nouvelle législation marchande pour l’ensemble de la filière bois. Nous rappelons d’abord les éléments qui ont conduit à l’apparition d’un phénomène de dépendance au chemin autour de l’enchère. Puis, nous décrivons les facteurs exogènes et endogènes favorables à un changement de trajectoire institutionnelle à travers le développement de contrats d’approvisionnement négociés de gré à gré. Enfin, nous mettons en avant l’ensemble des arguments proposés par une partie de la filière bois pour conserver la mise en marché des bois publics aux enchères.
