Scientific approaches to ensuring technological sovereignty in the agricultural sector of the Russian economy | Научные подходы к обеспечению технологического суверенитета в аграрном секторе экономики России

English. Currently, ensuring technological sovereignty in the agricultural sector of the Russia's economy is a key problem of its effective functioning. The high dependence of the domestic agro-industrial sector on innovative technologies of foreign manufacturers, as well as the means of mechanization necessary for agricultural production, plant protection of seeds, breeding and planting material was noted. The necessity of implementing special measures of state support for the national agrarian economy to reduce dependence of the import of means of production is substantiated. In the modern geopolitical conditions, one of the most important ways is to develop strategic directions for innovative development of the agricultural sector of the country with the definition of a promising conceptual effect from its improvement, directly in the real sector of the economy. The agricultural science is currently underfunded: the ratio of domestic research costs in agriculture to the gross value added created in the industry is almost 1.5 times lower than the same indicator for science as a whole. More than 60% of the internal costs for research and development in the field of agricultural sciences are the costs of basic research. From 2015 to 2021 there was a significant reduction in number of available crop varieties and hybrids (by 18.5%), new and improved agricultural production technologies (by 37%). Organizational and economic solutions are proposed in the field of technological equipment renewal based on localization of production of critical assemblies and components in the country, diversification of machine imports with reference to geographical and natural conditions, transfer of the agrarian economy to the full innovation cycle mode, formation of unified methodological approaches to the implementation of agricultural policy measures in at least 3 time horizons: until 2025, until 2030 and until 2035.

Russian. В настоящее время обеспечение технологического суверенитета в аграрном секторе экономики России является ключевой проблемой его эффективного функционирования. Отмечена высокая зависимость отечественного АПК от инновационных технологий иностранных производителей, необходимых для с.-х. производства средств механизации, защиты растений семян, племенного и посадочного материала. Обоснована необходимость реализации особых мер государственной поддержки национальной аграрной экономики с целью снижения зависимости от импорта средств производства. В современных геополитических условиях одним из наиболее важных путей является разработка стратегических направлений инновационного развития аграрного сектора страны с определением перспективного концептуального эффекта от его совершенствования, непосредственно в реальном секторе экономики. В настоящее время с.-х. наука недофинансирована: отношение внутренних затрат на исследования в сельском хозяйстве к валовой добавленной стоимости, созданной в отрасли, почти в 1,5 раза ниже аналогичного показателя по науке в целом. Более 60% внутренних затрат на исследования и разработки в области с.-х. наук составляют затраты на фундаментальные исследования. С 2015 по 2021 гг. произошло значительное сокращение ассортимента сортов и гибридов с.-х. культур (на 18,5%), новых и усовершенствованных технологий производства с.-х. продукции (на 37%). Предложены организационно-экономические решения в области обновления технологического оборудования на основе локализации производства в стране критических узлов и компонентов, диверсификации импорта машин с учетом географических и природных условий, перевода аграрной экономики в режим полного инновационного цикла, формирования единых методологических подходов к реализации мер аграрной политики как минимум в 3 временных горизонтах: до 2025, до 2030 и до 2035 гг.
