State and trends of cooperation development in the agricultural sector of the EAEU countries | Состояние и тенденции развития кооперации в аграрном секторе стран ЕАЭС

English. The state of agricultural industry in the countries of the European-Asian Economic Union (EAEU) is analyzed; in particular, the role and trends in the development of the cooperative movement are determined. In general, the share of agriculture in the EAEU in GDP is 3.7%; in Armenia, Belarus, Kazakhstan, Kyrgyzstan and the Russian Federation it is at the level of 12.0; 6.8; 4.5; 12.1 and 3.4% respectively; the share of the rural population in the EAEU is 28.4%, and in the countries listed above it is 36.1; 22.4; 41.3; 65.8 and 25.3%, respectively. The share of agricultural products created by personal subsidiary and peasant farms (so-called small forms of management), in Armenia and Kyrgyzstan it is over 90%, in Kazakhstan 76%, in Belarus 20%, in the Russian Federation 40%. The cooperative movement is designed to contribute to ensuring the sustainability of small forms of management, the growth of agricultural production in them, the creation of products with high added value. Laws and programs on cooperation have been adopted and are in effect in each EAEU member state. However, the majority of small commodity producers are still not covered by the cooperative movement. The reason for this is that the existing cooperatives in the Russian Federation and other EAEU countries are often created primarily to receive financial support from international organizations and the state, and not to solve the current problems of cooperative members who also show low commitment to the interests of the cooperative. It is concluded that the further development of the cooperative movement in the Russian Federation and the EAEU member states should be associated with the improvement of the regulatory framework, the development of new forms of cooperation, ensuring the availability of state support and the formation of a "cooperative spirit" among small producers.

Russian. Проанализировано состояние с.-х. отрасли в странах Европейско-Азиатского экономического союза (ЕАЭС), в частности определена роль и выявлены тенденции развития кооперативного движения. В целом по ЕАЭС доля сельского хозяйства в ВВП составляет 3,7%; в Армении, Белоруссии, Казахстане, Киргизии и РФ она находится на уровне 12,0; 6,8; 4,5; 12,1 и 3,4%; доля сельского населения в ЕАЭС составляет 28,4%, а в перечисленных ранее станах – 36,1; 22,4; 41,3; 65,8 и 25,3% соответственно. Доля с.-х. продукции, создаваемой личными подсобными и крестьянскими (фермерскими) хозяйствами (т.н. малыми формами хозяйствования), в Армении и Киргизии составляет свыше 90%, в Казахстане 76%, в Белоруссии 20%, в РФ 40%. Кооперативное движение призвано способствовать обеспечению устойчивости малых форм хозяйствования, росту объемов производства в них с.-х. продукции, созданию продукции с высокой добавленной стоимостью. В каждой стране-члене ЕАЭС приняты и действую законы и программы о кооперации. Однако большинство мелких товаропроизводителей до сих пор не охвачено кооперативным движением. Причиной этого является то, что действующие кооперативы в РФ и др. странах ЕАЭС часто создаются преимущественно для получения финансовой поддержки от международных организаций и государства, а не для решения текущих проблем членов кооперативов, которые также проявляют низкую приверженность к интересам кооператива. Сделан вывод, что дальнейшее развитие кооперативного движения в РФ и странах-членах ЕАЭС должно быть связано с совершенствованием нормативно-правовой базы, развитием новых форм кооперации, обеспечением доступности господдержки и формированием "кооперативного духа" у мелких товаропроизводителей.
