Building economic models of efficient peasant farms | Построение экономических моделей эффективных крестьянских (фермерских) хозяйств

English. Since 2012, Russia has been implementing the practice of direct state support for newly created peasant (farm) enterprises (PFE). During this time, several tens of thousands of PFE were created. However, in recent years, there has been a decrease in their total number to 162.4 thousand in 2022. The reasons are diverse, numerous, known. The degree of their development at the stage of business planning largely determines its future success. One of the methods of effective planning is the modeling of economic processes, with reference to internal reserves and external conditions for the operation of a particular PFE. There have been considered the theoretical aspects of the construction of economic models of efficient PFE. Using the methods of scientific generalizations and expert assessments, the author's definition of the economic model of the economy is proposed, the similarities and differences between economic and mathematical and simulation modeling are evaluated, the principles, features, factors and indicators that are important to take into account when constructing algorithms for the operation of a farm production model are substantiated. PFE in Russia are a complex system of family organization. The economic model of an economic entity should simultaneously include elements of organizational, economic, social and environmental mechanisms, which together form a single economic mechanism designed to regulate and direct the activities of the entity. The constructed simulation and/or combined economic models of the effective operation of the PFE can serve as a kind of regulated strategic business planning for the farmer of entrepreneurial activity. The significance of the presented developments lies in the fact that their implementation in the regions will significantly increase the efficiency and role of farm production in the system of a multi-structural agrarian economics with all the ensuing positive consequences in the economic, social and environmental spheres of the village and the country as a whole.

Russian. С 2012 г. в России реализуется практика прямой государственной поддержки вновь создающихся крестьянских (фермерских) хозяйств (КФХ). За это время было создано несколько десятков тысяч КФХ. Однако, в последние годы наблюдается снижение их общей численности до 162,4 тыс. в 2022 г. Причины разноплановы, многочисленны, известны. Степень их проработанности на стадии планирования бизнеса во многом определяет его дальнейшую успешность. Одним из действенных методов эффективного планирования является моделирование хозяйственных процессов с учетом внутренних резервов и внешних условий работы конкретного КФХ. Рассмотрены теоретические аспекты построения экономических моделей эффективных КФХ. При помощи методов научных обобщений и экспертных оценок предложено авторское определение экономической модели хозяйства, оценены сходства и различия между экономико-математическим и имитационным моделированием, обоснованы принципы, особенности, факторы и показатели, которые важно учитывать при построении алгоритмов действия модели фермерского производства. КФХ России представляют собой сложную систему семейной организации. Экономическая модель хозяйствующего субъекта должна включать одновременно элементы организационного, экономического, социального и экологического механизмов, которые в совокупности образуют единый хозяйственный механизм, призванный регулировать и направлять деятельность субъекта. Построенные имитационные и/или комбинированные экономические модели эффективной работы КФХ могут послужить для фермера своего рода регулируемым стратегическим бизнес-планированием предпринимательской деятельности. Значимость представленных разработок заключается в том, что их внедрение в регионах позволит существенно повысить эффективность и роль фермерского производства в системе многоукладной аграрной экономики со всеми вытекающими положительными последствиями в экономической, социальной и экологической сферах села и страны в целом.
