三十多年来，中国经历了经济改革和发展，成功地实现了经济增长和减贫。中国在减少城乡居民的收入差距、平衡区域发展、保护自然资源等方面也做出了很多努力。2003年，国际食物政策研究所专门针对其在中国的工作制定了战略，并扩大了其国家项目；同年，国际食物政策研究所与中国农业科学院（CAAS）合作，成立了国际农业与农村发展研究中心（ICARD），以协调其在中国和东亚的扶贫研究和活动。
