A multi-scale typology of rural areas under the post-Soviet transformations (on the example of the Tambov Region) | Полимасштабная типология сельской местности в условиях постсоветских трансформаций (на примере Тамбовской области)

English. The Russian countryside is heterogeneous, and the tendency to heterogeneity is increasing. The portrait of the countryside in the minds of government officials and society as a whole is far from reality, which determines both an incorrect assessment of its condition and prospects, and serious shortcomings in rural development programs. An analysis of factors of territorial differentiation of post-Soviet transformations of rural areas of one of the most homogeneous areas of the Chernozem zone - the Tambov region - at the level of municipal districts and village councils is carried out. The quantitative data underlying the typology of the districts were taken from the databases of state and municipal statistics. They reflect the change in the intensity of development of the territory for the period after 1991. The basis of the typology of settlements were the materials of 53 interviews and observations obtained during the expedition to Michurinsky, Gavrilovsky and Uvarovsky districts in the summer of 2022. The landscape factor (being in a valley or uplans complex) and the type of transformation were taken into account: development, stagnation or degradation. Territories with special development factors have been identified, in particular the village of Ivanovka, where there is a great cultural resource, namely the famous composer Sergey Rachmaninoff's estate museum. It has been established that during the Soviet period, the diversity and development of agriculture in territories with different economic and geographical location and physical and geographical conditions were maintained at a similar level due to the planned economy. In the post-Soviet period, there was a differentiation: animal husbandry and meat processing have become more developed in the suburbs, various crop products are produced in the valleys, farms situated in the uplands are specialized in grain production. It is concluded that the natural factor both at the regional and local levels directly or indirectly continues to influence the intensity of transformations. The economic and geographical position (proximity to cities) and the institutional factor (large investors are interested in unallocated land) is also critically needed.

Образ сельской местности в сознании представителей власти и общества в целом далек от реальности, что определяет как неверную оценку ее состояния и перспектив, так и серьезные недочеты в программах развития сельской местности. Проведен анализ факторов территориальной дифференциации постсоветских трансформаций сельской местности одной из наиболее однородных областей Черноземной зоны – Тамбовской – на уровне муниципальных районов и сельских советов. Количественные данные, положенные в основу типологии районов, были взяты из баз государственной и муниципальной статистики. Они отражают изменение интенсивности освоения территории за период после 1991 г. Основой типологии поселений стали материалы 53 интервью и наблюдения, полученные в рамках экспедиции в Мичуринский, Гавриловский и Уваровский районы летом 2022 г. Учитывали ландшафтный фактор (нахождение в долинном или плакорном комплексе) и тип трансформации: развитие, стагнация или деградация. Выделены территории с особыми факторами развития, в частности село Ивановка, где имеется культурный ресурс – музей-усадьба композитора С.Рахманинова. Установлено, что в советский период разнообразие и развитость сельского хозяйства на разных по экономико-географическому положению и физико-географическим условиям территориях поддерживались на сходном уровне за счет плановой экономики. В постсоветский период произошла дифференциация: в пригороде стало больше развито животноводство и переработка мяса, в долинах производят разнообразную продукцию растениеводства, на плакорах хозяйства специализируются на производстве зерна. Сделан вывод, что природный фактор и на региональном, и на локальном уровне прямо или опосредованно продолжает влиять на интенсивность трансформаций. Критически важным является экономико-географическое положение (близость к городам) и институциональный фактор (привлечение крупных инвесторов на нераспределенную землю).
