En medio de la premura por ejecutar proyectos institucionales enmarcados en la Política Pública Distrital de Educación Ambiental, en donde cabe la reflexión donde muchas veces no encuentra espacio permitido y entidades que conforman la Comisión Intersectorial de Educación Ambiental (CIDEA), se plantearan para el año 2017 proponer una discusión hacia los actores ciudadanos que han participado en la implementación de estrategia de educación ambiental en el Distrito Capital. No se trataba de cuantificar el número de procesos registrados y la cantidad de personas vinculadas, sino de comprender cómo había apropiado la ciudad estas estrategias y cómo las viene desarrollando; es por ello que se evidencia que en algunos barrios de la ciudad especialmente los barrios Ramajal, la macarena, la Y el barrio Nueva España, no hay contenedores los cuales son y han sido muy útiles para toda la ciudad.
