Este proyecto se propuso como objetivo evaluar el alcance específicamente de la gobernabilidad y el fortalecimiento institucional presentes en el municipio objeto de estudio, dichos objetivos y/o conceptos están regidos, planteados, y forman parte de la política nacional para la gestión integral del recurso hídrico, los cuales fueron diseñados así para la existencia de una sostenibilidad con visión a largo plazo con respecto a el recurso hídrico , bajo esta premisa se procedió al análisis y posterior evaluación de cada uno de los instrumentos de planificación presentes en el municipio que tuviesen que ver de forma directa o indirecta con la gestión integral del recurso hídrico, denotando así cierta desarticulación entre estos, acompañados por la falta de participación e interés por parte de la población del municipio de Sotaquirá en el acto de toma de decisiones relacionadas al recurso hídrico. También se plantearon estrategias de mejoramiento destinadas a dotar de una mayor capacidad, el alcance de estos instrumentos de gestión y de las diferentes articulaciones interinstitucionales, todo enfocado a lograr un alcance más denso de los conceptos de fortalecimiento institucional y la gobernabilidad, dado que estos dos tienen más correlación entre sí a comparación del resto de objetivos que pronuncia la PNGIRH ,debido a que si se buscan y se promueven estrategias enfocadas hacia un fortalecimiento institucional por ende se estarán destinando acciones para que el gobierno cuente con mejores instrumentos, y con las capacidades necesarias para poder ejercer así una adecuada gobernabilidad.
