Implementation of the strategy for the development of the agro-industrial complex of the Donetsk People's Republic | Реализация стратегии развития агропромышленного комплекса Донецкой Народной Республики

The issues aimed at improving the implementation efficiency of the strategy development for the agro-industrial sector (AIS) of the Donetsk People's Republic (DPR) in the current unstable economic conditions and new challenges associated with the geopolitical situation are considered. The DPR AIS development strategy was adopted in 2021, it includes 68 indicators (development indicators). An analysis of the state of individual branches of agriculture and the food and processing industry sector is carried out; and the indicators actually achieved in 2021 are compared with indicative ones. The analysis showed a slight deviation in 23 indicators: in the food and processing industry - 2 out of 10, in crop production - 3 out of 14, in animal husbandry - 12 out of 19, in breeding - 2 out of 9. Of the positive deviations, there is an excess of meat and meat food production by 2%, dairy products by 0.4%; the planned indicators of the gross sunflower harvest exceeded by 40%. However, the forage crop area has decreased by 115%, the bare fallow area by 41%, the agricultural machinery fleet has become outdated and reduced. A number of significant development problems of the DPR AIS have been identified: insufficiently developed legal framework, outflow of labor resources, poorly established marketing system of farmers' products and other small producers, lack of industry innovation centers, low purchasing power of the population, etc. Proposals have been developed to adjust the development strategy of the DPR AIS, aimed at eliminating the identified deviations in the dynamics of key strategic indicators of the AIS efficiency. The solution of the identified problems within the framework of the development strategy will allow creating conditions for the growth of key performance indicators for the long term, as well as implement previously planned tasks.

Рассматриваются вопросы, направленные на повышение эффективности реализации стратегии развития агропромышленного комплекса (АПК) Донецкой Народной Республики (ДНР) в сложившихся условиях нестабильной экономической конъюнктуры и новых вызовов, связанных с геополитической ситуацией. Стратегия развития АПК ДНР была принята в 2021 г., в неё включено 68 показателей (индикаторов развития). Проведен анализ состояния отдельных отраслей сельского хозяйства и сектора пищевой и перерабатывающей промышленности; фактически достигнутые в 2021 г. показатели сопоставлены с индикативными. Анализ показал незначительное отклонение по 23-м индикаторам: в пищевой и перерабатывающей промышленности по 2 из 10, в растениеводстве - по 3 из 14, в животноводстве - по 12 из 19, в селекции - по 2 из 9. Из положительных отклонений отмечается превышение производства мяса и мясопродуктов на 2%, молочных продуктов – на 0,4%; плановые показатели валового сбора подсолнечника превышены на 40%. Однако площадь под кормовыми культурами сократилась на 115, площадь чистых паров – на 41%, устарел и сократился парк с.-х. техники. Выявлен ряд существенных проблем развития АПК ДНР: недостаточно проработанная правовая база, отток трудовых ресурсов, плохо налаженная система сбыта продукции фермеров и др. мелких производителей, отсутствие отраслевых инновационных центров, низкая покупательная способность населения и др. Разработаны предложения по корректировке стратегии развития АПК ДНР, направленные на устранение выявленных отклонений в динамике ключевых стратегических показателей эффективности АПК. Решение обозначенных проблем в рамках стратегии развития позволит создать условия для роста ключевых индикаторов эффективности на долгосрочную перспективу, а также осуществить ранее запланированные задачи.
