Scientific approaches to adjust the strategy of development of agro-industrial and fisheries complexes for the period up to 2030 | Научные подходы по корректировке стратегии развития агропромышленного и рыбохозяйственного комплексов на период до 2030 года

There has been analyzed the Strategy for the development of agriculture and fisheries complexes for the period till 2030, based on the fulfillment of a number of national goals outlined in the Decree of the President of the Russian Federation "On national development goals of the Russian Federation for the period up to 2030" of 21.07.2020. The objectives of the Strategy are the integrated development of rural areas; the development of agricultural science and the transfer of research results to production; increasing the volume of food production that has not reached the threshold of self-sufficiency; increasing the physical volume of investments in agriculture; rational use of agricultural land; environmental safety. A critical assessment of the approaches used in the formation of the Strategy, as well as the strategic directions outlined in it, is given. The directions proposed in the Strategy for some positions do not correspond to the national goals approved by the Decree of the President of the Russian Federation "On national development goals of the Russian Federation for the period up to 2030". In particular, no attention is paid to the development of rural areas, and their population filling is not a strategic direction for the development of the agro-industrial complex. A need to eliminate investment insufficiency as soon as possible, import substitution, the development of the scientific and technological basis for the development of agriculture, its staffing, the construction of a management system adequate to the intended tasks, etc is shown. In this regard, there are substantiated strategic directions for the development of agriculture and fisheries complexes for the period up to 2030, contributing to the development of these sectors of the economy, as well as rural areas.

Проведен анализ Стратегии развития агропромышленного и рыбохозяйственного комплексов на период до 2030 года, базирующейся на выполнении ряда национальных целей, обозначенных в Указе Президента РФ "О национальных целях развития Российской Федерации на период до 2030 года" от 21.07.2020 г. Цели Стратегии - комплексное развитие сельских территорий; развитие аграрной науки и передача результатов научных исследований в производство; наращивание объемов производства продовольствия, не достигших порога самообеспеченности; увеличение физического объема инвестиций в АПК; рациональное использование земель с.-х. назначения; экологическая безопасность. Дана критическая оценка используемых при формировании Стратегии подходов, а также стратегических направлений, изложенных в ней. Предложенные в Стратегии направления по некоторым позициям не соответствуют национальным целям, утвержденным Указом Президента РФ "О национальных целях развития Российской Федерации на период до 2030 года". В частности, не уделяется внимания развитию сельских территорий, а их наполнение населением не является стратегическим направлением развития агропромышленного комплекса. Показана необходимость скорейшей ликвидации инвестиционной недостаточности, импортозамещении, развитии научной и технологической основы развития сельского хозяйства, его кадровом обеспечении, построении системы управления, адекватной намеченным задачам и т.д. В этой связи обоснованы стратегические направления развития агропромышленного и рыбохозяйственного комплексов на период до 2030 г., способствующие развитию этих отраслей экономики, а также сельских территорий.
