Extract: Turnkey contracts were contracts under which the reactor manufacturer took on all of the responsibilities for design, construction and testing of a reactor, including meeting regulatory guidelines, simply turning the key to the reactor over to a utility once the reactor became operational. Such contracts were available under fixed price terms. In this paper we present a brief history and analysis of the turnkey era.
