Extract: The Caribbean Basin Initiative (CBI) is a legislative package of trade, aid and tax deduction measures designed to promote economic development, and ultimately, political stability in the basis region. Serious doubts, however, exist as to the ability of the CBI measures to achieve their developmental objectives. Measures that encourage domestic policy changes in the basin countries may be a better alternative to the CBI. Finally, the preliminary assessment of the CBI's impact on Florida's agriculture suggests only modest effects, but some monitoring of the rule of origin enforcement and the foreign pest and disease situation is recommended.
