The book starts with an analysis of India's export performance during the 1960s and 1970s compared with that of other developing countries. Particular attention is paid to the characteristics and pattern of export growth, developments in the period following 1973, and the role of exports in the output of particular sectors. The analysis proceeds to a discussion of the major constraints, both domestic and external, on exports. Industrial policy and industrial structure are stressed in particular. Specific incentive policies designed to offset the constraints imposed largely by the inward-looking orientation of trade and development policy are examined. The characteristics and defects of export incentives are carefully evaluated. Finally, options for reform are considered. The attempt is made to draw lessons from the temporary period of foreign exchange ease and liberalization of imports and reform of export incentives that occurred between 1975/76 and 1979/80. The arguments for and against more outward-looking policies are careflly evaluated, and the implications of alternative strategies are assessed. It is concluded that greater freedom for exporters, greater security of incentives, and higher levels of profitability are needed if exports are to grow more rapidly than hitherto.
