This document focuses on new opportunties which exist for exporters as a result of the liberalization of the Japanese beef import quota system. It examines the strategies of Canada's chief competitors in the Japanese beef export market. It also examines constraints on exports of beef to Japan including Japanese institutional and cultural constraintes, domestic constraints on a new exporter, and experiences of a successful beef exporter to Japan. It discusses alternative approaches to reducing the constraints of exporting beef to Japan. Finally, it explores avenues for cooperation to enhance export performance.
