Wisconsin Timber Sale Availability as Impacted by Seasonal Harvest Restrictions

Seasonal harvest restrictions are required on many timber sales in Wisconsin to reduce impacts of timber harvests on forest health, productivity, and at-risk species. The objectives of this study were to identify the most commonly imposed seasonal restrictions, investigate factors that may be related to seasonal harvest restrictions, and compare the availability of timber sales by season. Timber sale cutting notices, forest product permits, and other documentation were used to collect information on 445 timber sales conducted on state, county, and private land in Wisconsin. A logit model was used to determine whether there was a relationship between the likelihood of a timber sale being seasonally restricted and the soil category (SC), geographic management unit (GMU), or forest type (TC) present on the harvest site. Overall, two thirds of timber sales were seasonally restricted for at least one reason. The most common restrictions were applied because of concerns about soil/hydrologic disturbance (44%), access/transportation (18%), and oak wilt (18%). The logit model did not find a significant relationship between SC, TC, or GMU and the likelihood of seasonal harvest restrictions (P = 0.73). At a state level, seasonal restrictions result in large differences in availability of timber sales for harvest during the year.
