Extract: The purpose of this paper is to present the results of an experiment to evaluate the importance of land use location relative to road network design in determining transportation costs within a community. When a developer undertakes the development of a new subdivision, the normal procedure is for him to hire a land planner to prepare a master plan for the subdivision. Land uses are sited based on market information concerning where and how much land should be devoted to various uses. Since the developer's experience in the marketplace is the primary basis for determining the best locations for each land use, the resulting configuration usually mirrors the development patterns prevalent in the community at the time.
