Two committees of the United Nations Conference on Science and Technology for Development (UNCSTD) met in Vienna from 20 to 31 August, 1979 to consider the impact of science and technology on social development in developing and developed countries. One committee considered how to strengthen research and development institutions and training in less developed countries, and problems of technology transfer, patents and an international code of conduct. The second committee concentrated on the financing of the entire undertaking. There was minimal progress in facilitating access to industrial information and to patent rights in general. A global information system was agreed upon in principle, but no structure was defined. Developing countries were urged to develop their own science and technology infrastructures, rather than depending on the technology of richer countries. The transfer of nitrogen-fixing genes to common cereals may alleviate food shortages in developing countries.
