Barriers to effective evaluation of nutrition programs are organized into four main categories: technical, financial, psychological, and political. The task of nutrition evaluation must address five basic issues: reasons for doing it, potential users, who should carry out the evaluation, when to carry it out, and how it should be done. Specific factors and criteria related to each issue are detailed. A framework within which successful evaluation techniques can be applied is presented. Its three components are: target group definition, costing procedures, and performance indicators. Tables are included.
