Delegates from 145 countries met in July, 1979, to try to agree on how to end malnutrition, hunger, and rural poverty. This discussion emphasized the essentially political nature of hunger and social and economic factors that perpetuate poverty in rural areas. Nearly 50% of the world's population is now in rural areas of third world countries; these people are in urgent need of economic aid. U.S. sincerity regarding the Conference was questioned by Third World countries, since increased amounts of aid were not pledged. Non-government organizations from all countries were given little or no chance to make their views heard. Networking did occur among non-government organizations. The only new agreement at the World Conference on Agrarian Reform and Rural Development was the need for monitoring national and international progress on the WCARRD program of action, with FAO serving as the lead agencies. This monitoring process must also include input from nongovernment organizations.
