Extract: In 11 African countries, declining per capita food production has not been offset by increased imports. The impact of weather variation and drought has been severe, reducing annual production as much as 50 percent. In the short run, price policy reform and increasing export earnings will lead to larger improvements in consumption in those countries that have had better production performances.
