Extract: This paper discusses local governments' need for assistance to develop management information systems, constraints that keep them from adopting such systems, and how adoption might affect local governments' capacity. It describes briefly the management information system developed for and instituted in county governments in Kansas and concludes by discussing the role of economists in system design.
