Beyond the green revolution: Some food and nutrition issues in the 1980s

In the 1980's, governments and international agencies will be making public policy decisions on food and nutrition problems. These decisions will be influenced by nutrition research, politics, and prices. In developed countries, mild malnutrition affects human learning, behavior and work. In developing countries, chronic hunger and poor health are closely related. Thus, interventions beyond economic development are needed to solve the problem of malnutrition. Too often, however, governments must reconcile conflicting objectives (e.g., food exports vs. domestic food requirements) when planning programs. Although politicians rely on program, rather than policy interventions, to feed poor people, both approaches to malnutrition should be implemented in this decade. Costs of government nutrition actions promise to be high in the 1980's; self-financed community programs to improve health and nutrition are needed. In order to formulate policies in harmony with nutrition goals, financial priorities will have to be recognized. Yet policies and programs must be specified now, despite these difficulties. (nm)
