Growth and Instability in Foxtail Millet Production in Karnataka: Policy Options for its Sustainability

The study has analysed the growth and instability, and demand and supply side perceptions from the point of view of producers and consumers and has suggested policy options for the sustenance of foxtail millet. The primary data for the study were collected from 60 consumers in the rural areas and 30 consumers in the urban areas for the year 2012–13. The secondary data were collected from various published sources for the period 2001–02 to 2010–11. The study has observed a decline in the production of foxtail millet and total minor millets in the study area. The instability index has revealed that the production instability was mainly due to instability in area than yield. The reasons for this phenomenon, in the opinion of farmers, were lower yield (77.8%), lower price (72.2%) and transfer of area to other profitable crops (72.2%). Hardly 23.3 per cent of the rural and 43.3 per cent of the urban population are regular consumers of foxtail millet, which is consumed for its medicinal (83.3%) and nutritional properties (75.0%). The reasons quoted for non-consumption were non-availability of foxtail millet in readily usable form and essentiality of milk and curd for its consumption. The study has suggested declaration of minimum support price, and development of processing and market linkages for the sustenance of foxtail millet in the state.
