GHG emissions and economic measures for low carbon growth in Ukraine

This article analyzes the dynamics of GHG emissions in Ukraine for the period 1990–2012. The effectiveness of using flexible mechanisms of the Kyoto Protocol as an instrument of regulation of greenhouse gases is investigated. The official position and prospects of Ukraine's participation in the second period of a global climate agreement are considered. Existing measures of state policy aimed to improve the environmental performance of the domestic economy, namely the promotion of energy generation from renewable sources, and an environmental tax, are also discussed. The main barriers to effective implementation of measures for low carbon growth in Ukraine are outlined.
