Food Quality and Safety Policy in Germany - Case Study on Sugar Reduction

The article responds to new trends in food quality and safety policy, specifically to the current debate on the reduction of added sugar in foods (especially those for infants and children). It focuses on the situation in Germany, where the Federal Government has adopted and is implementing a National Reduction and Innovation Strategy for Sugar, Fats and Salt in Processed Foods. The aim is to promote a healthy diet and achieve a fairly substantial reduction in salt, fats and sugar. The study aims to present this transformation of food quality policy and some of the specific changes in food composition that have taken place in Germany so far. First, the relevant theoretical background is laid out, especially the concept of food quality policy, and various interconnections are pointed out, especially with lifestyle, but also, for example, with health policies and government spending on disease control. The next chapter focuses on the presentation of the main objectives and instruments of the National Reduction and Innovation Strategy and concentrates on Germany and its policy towards food quality and safety in general. The text of the last chapter is devoted to the implications of the reduction and innovation strategy. In particular, it focuses on the trends in added sugar in selected foods; these include sweetened yoghurt, sweetened dairy products and sweetened soft drinks (lemonades).
