Agricultural cooperatives and their role in the formation of specialized high-tech zones for the production of agricultural products | Сельскохозяйственные кооперативы и их роль в формировании специализированных высокотехнологичных зон по производству сельскохозяйственной продукции

English. The spatial organization of agriculture traditionally contributes to the efficient placement, deepening of specialization and concentration of production. Optimization of spatial development of agriculture is associated with its effective management in each region of the country. It is most fully implemented in the formation and development of specialized high-tech zones for the agricultural production based on cooperation. Agricultural cooperatives ensure the growth of incomes of commodity producers and workers in the area exactly where they live and are aimed at implementing long-term plans. In accordance with the current legislation, federal and departmental projects, agricultural cooperatives are formally provided with the most favored nation regime. The growth in the number of consumer cooperatives is largely justified precisely by a possibility of receiving support from federal and regional budgets. The situation around agricultural production cooperatives in the federal districts of the Russian Federation is analyzed: the change in the number of cooperatives in 2015-2023, the number of livestock and poultry (comparison of 2006 and 2019), and the availability of fixed assets. The number of agricultural production cooperatives decreased from 8,491 in 2015 to 5,253 in 2023. Domestic and foreign experience confirms the prospects of cooperation as a form of management for the sustainable development of agriculture and rural areas. The activity area expansion of production and consumer cooperatives is limited by several factors, in particular, the issues of land shares are insufficiently regulated, modern legal norms do not fully reflect the specifics of cooperation. The development of cooperation in agriculture is associated with the growth of state support, the formation of cooperative consciousness, new organizational models of cooperatives.

Russian. Пространственная организация сельского хозяйства традиционно способствует эффективному размещению, углублению специализации и концентрации производства. Оптимизация пространственного развития сельского хозяйства связана с эффективным его ведением в каждом регионе страны. Она наиболее полно реализуется при формировании и развитии специализированных высокотехнологичных зон по производству с.-х. продукции на основе кооперации. Сельскохозяйственные кооперативы обеспечивают рост доходов товаропроизводителей и работников именно в той местности, где они проживают, нацелены на реализацию долгосрочных планов. В соответствии с действующим законодательством, федеральными и ведомственными проектами с.-х. кооперативам формально предоставлен режим наибольшего благоприятствования. Рост числа потребительских кооперативов в большей степени обоснован именно возможностью получения поддержки за счет средств федерального и регионального бюджетов. Проанализирована ситуация вокруг с.-х. производственных кооперативов в федеральных округах РФ: изменение числа кооперативов за 2015-2023 гг., поголовье скота и птицы (сравнение 2006 г. и 2019 г.), наличие основных фондов. Число с.-х. производственных кооперативов сократилось с 8491 в 2015 г. до 5253 в 2023 г. Отечественный и зарубежный опыт подтверждает перспективы кооперации как формы хозяйствования для устойчивого развития сельского хозяйства и сельских территорий. Расширение сферы деятельности производственных и потребительских кооперативов ограничено рядом факторов, в частности, недостаточно урегулированы вопросы земельных долей, современные нормы права не в полной мере отражают специфику кооперации. Развитие кооперации в сельском хозяйстве обусловлено ростом государственной поддержки, формированием кооперативного сознания, новыми организационными моделями кооперативов.
