English. The people inequality and the poverty reduction are the urgent issues of the modern world. They are widely discussed by leading economists from different countries. Poverty as a social phenomenon is typical for all countries; there is no dependence on types of economic structure and levels of socio-economic development. Poverty has a significant impact on the economic and social stability of society, affects the dynamics of economic growth and the development of the market of goods and services. As a rule, rapid economic growth does not increase the incomes of the entire population, but only a certain part of it. The socio-economic policy pursued in Russia does not ensure the social guarantees that were inherent in the period of the USSR. Against the background of an unstable economic situation and high inflation, many groups of the population were unable to adapt to the new conditions of economic development, which led to differentiation of the population by material and property status. The problem of poverty and inequality has become relevant for Russia as well. The distribution of the population by the amount of per capita monetary income characterizes the differentiation of the population by the level of material prosperity. Currently, there is a positive trend in the growth of consumption of basic foodstuffs, but high inflation and a large number of poor people do not solve the problem of food affordability, although the country produces enough foods. A possible solution to the problem could be the use by the state of incentives for economic growth and a fair income distribution. In the foreseeable future, this task is quite solvable, and the necessary resources and political will of the top leadership of the state are available for this.

Russian. Проблема неравенства в современном мире и борьба с бедностью остра и обсуждается ведущими экономистами разных стран. Бедность как социальное явление характерно для всех стран с различными видами экономического устройства и разным уровнем социально-экономического развития. Она оказывает существенное влияние на экономическую и социальную стабильность общества, влияет на динамику роста экономики и развитию рынка товаров и услуг. Как правило, быстрый рост экономики увеличивает доходы не всего населения, а лишь некоторой его части. Проводимая в России социально-экономическая политика не обеспечивает социальные гарантии, которые были присуще периоду СССР. На фоне нестабильной экономической ситуации и высокого уровня инфляции многие группы населения не смогли адаптироваться к новым условиям развития экономики, что привело к дифференциации населения по материальному и имущественному статусу. Проблема бедности и неравенства стала актуальной и для России. Распределение населения по величине среднедушевых денежных доходов характеризует дифференциацию населения по уровню материального достатка. В настоящее время наблюдается позитивная динамика роста потребления основных продуктов питания, но высокий уровень инфляции и большое число бедного населения не решают проблему экономической доступности продовольствия, хотя в стране производится достаточно. Возможным решением проблемы могло бы быть применение государством стимулов роста экономики и справедливого распределения получаемых доходов. В обозримом будущем эта задача вполне решаема, для этого имеются и необходимые ресурсы, и политическая воля высшего руководства государства.
