Contributions to improve the differentiation of wood on stem price by species and assortments. | Contribuții la îmbunătățirea modului de diferențiere pe specii și sortimente a prețului lemnului pe picior

English. Calculating the price at which harvestable timber can be sold is one of the constant concerns of forest managers who are interested in selling the entire quantity made available to buyers. Not only the price, but also the system used to determine the price must guarantee a minimum return at each stage of the supply chain, in order to obtain the first highly homogeneous finished product: roundwood, sawnwood, chipboard, veneer, plywood, pulpwood, firewood.. The most frequent selling method is wood on stem, by electronic, sealed, or open auctions Part of the timber, sorted out on different grades, is sold as the roadside. Irrespective of transaction type, the sellers’ reserve prices play a key role in the forest economy and the method deployed to split the average reserve price into grades and species has not been changed for three decades. Based on transaction evidence provided by Suceava forest county, we tested if is it possible to derive the coefficients of the relative value of species and grade by a multiplicative regression, linearized by logarithms, assuming that buyers’ price elasticity is the best proxy of the timber value. The data covered three years (from 2010 to 2013). However, as long as not all species and grades are represented in the transaction evidence, meaning that some volumes in the input data are zero, the method can't be applied, meaning that National Forest Administration shall make use of this method at a national, not regional level. The total volume of analyzed sales was 580,946 m3 included in 1409 plots. By simply analysing the timber transactions by wood on stem and using four multiplicative regressions, linearised by logarithm, we were able to calculate the conventional value coefficients for spruce and fir in a relatively simple way, which actually reflects a market situation that economic agents have been aware of for a very long time: in a totally different technological context than in the past, now dominated by logging plants capable of efficiently using any roundwood assortment, the interest in very thick wood has decreased and, naturally, so has its technological value.

Calculul prețului de valorificare a masei lemnoase exploatabile reprezintă una din preocupările constante ale administratorilor de păduri, interesați în vânzarea întregii cantități de masă  lemnoasă pusă în valoare. Nu doar prețurile, dar și sistemul de formare a acestora trebuie să asigure o rentabilitate minimă a fiecărei etape a lanțului de aprovizionare pentru obținerea primului produs finit cu grad ridicat de omogenitate: bușteni, cherestea, plăci aglomerate, furnire, placaje, pastă papetară, lemn de foc.   Deocamdată, Regia Autonomă a Pădurilor vinde cu precădere lemn pe picior, prin licitații publice deschise, închise sau electronice,  participanții fiind companii de exploatare forestieră cu atestat valabil, criteriul de adjudecare fiind prețul cel mai mare oferit. O parte din masa lemnoasă este comercializată sub formă de lemn fasonat, în sortiment definitiv, la drum auto forestier sau depozit. Datele utilizate în prezentul articol sunt reprezentate de  rezultatul licitațiilor de masă lemnoasă pe picior organizate de către RNP-Romsilva prin Direcția Silvică Suceava, în perioada 2010-2013, pentru un număr de 1409 partizi în volum brut cumulat de 580.946 m3. Analizând pur și simplu tranzacțiile cu lemn pe picior și folosind patru regresii multiplicative, liniarizate prin logaritmare, am putut calcula coeficienții valori convenționali pentru molid și brad, într-o manieră relativ simplă, ce reflectă de fapt o situație a pieței pe care agenții economici o sesizează de foarte mult timp: într-un context tehnologic total diferit de cel din trecut, dominat acum de instalații  de debitare capabile să utilizeze eficient orice sortiment de lemn rotund, interesul pentru lemnul foarte gros a scăzut și, normal, și valoarea tehnologică a acestuia
