Estrategias de gestión para el mejoramiento del sistema de abastecimiento de agua y saneamiento básico corregimiento Santa Cecilia, Pueblo Rico

En el Corregimiento de Santa Cecilia, Pueblo Rico departamento de Risaralda, dadas las condiciones actuales en la prestación de los servicios públicos domiciliarios, entre ellos el abastecimiento de agua y saneamiento básico (alcantarillado y aseo), fue pertinente plantear estrategias de gestión para fortalecer los procesos de planeación, implementación y seguimiento de programas y proyectos para el mejoramiento de estos sistemas. Dentro de las alternativas identificadas se encuentra las siguientes: ampliar la cobertura del servicio de acueducto; construcción de un sistemas de tratamiento de agua potable; determinar el índice de agua no contabilizada; ampliar la cobertura del servicio de alcantarillado; construir una planta de tratamiento de aguas residuales domésticas; definir un esquema empresarial y organizacional; realizar estudios de costos y tarifas; definir un esquema operativo; instalar instrumentos de medición; eliminar la disposición final de vertimientos y residuos sólidos sobre los cuerpos de agua; plantear programas de participación comunitaria; educación ambiental y empresarial y realizar estudios de estratificación en el corregimiento. Dado que dentro del estudio investigativo se requería definir estrategias de gestión para el mejoramiento de estos sistemas, se usó el método de Análisis Estructural Prospectivo, el cual mediante el uso de la matriz de doble entrada permitio valorar en términos cualitativos y cuantitativos las opciones objeto de estudio para identificar las alternativas esenciales del sistema, las cuales a su vez se constituyeron como las estrategias de gestión a aplicar: definir un Esquema Empresarial y Organizacional (EsqEmp) y definir un Esquema Operativo (EsqOpe), sobre las cuales se debe actuar de forma inmediata debido a la interacción y posición estratégica que estas alternativas demuestran.

In the Santa Cecilia Village, Pueblo Rico, Risaralda State, given the current conditions in the provision of public services, including water supply and basic sanitation (sewage and waste disposal), was relevant to propose management strategies to strengthen planning processes, implementation, monitoring of programmes and projects for the improvement of those systems. Among the identified alternatives are the following: expand the coverage of water supply service; construction of a drinking water treatment system; to determine the unaccounted water index; to expand the coverage of sewerage services; to build a domestic wastewater treatment plant; to define a business and organizational scheme; to achieve a costs and fees studies; to define an operating scheme; to install measuring instruments; to eliminate the dumping of solid waste and disposal wastewaters on water bodies; to propose community participation programs, environmental and business education and environmental to realize stratification studies in the village. Due that in the research study was needed to define management strategies for the improvement of those systems, was used the Prospective Structural Analysis method, which through the use of a double entry matrix allowed to valuate in a qualitative and quantitative way, the options under study to identify the essential system alternatives, which at same time become in the managerial strategies to apply: to define an Business and Organizational Scheme (EsqEmp) and to define an Operational Scheme (EsqOpe) on which should be act immediately due the interaction and strategic position that those alternatives show. The financial evaluation of the management strategies for the providing of public services in Santa Cecilia was defined by calculating the average cost of administration and average costs of operation for the public water service, sewer system and waste disposal, as well as the average costs for environmental taxes. The results suggest that the financial evaluation suggest that for the development of management strategies that contribute to the improvement of water supply systems and basic sanitation in Santa Cecilia, the State must assume the full costs of future investment and replacement, and the subscriber to assume the costs of administration, operation and maintenance.
