¿Hacia Dónde Se Dirige El Gasto Público Social En El Departamento Del Atlántico? | Revista Lebret

El presente artículo examina la evolución y composición del gasto total y el gasto social y su participación en el PIB en el período 2007 - 2010, tanto del gobierno Nacional como en el Departamental con el fin de hacer un comparativo del comportamiento de éstos y observar hacia dónde se han dirigido los esfuerzos de los gobiernos en materia social, dentro del marco de la Teoría del Bienestar desde las perspectiva de la eficiencia y la equidad. Para el análisis cuantitativo se tuvieron en cuenta los presupuestos y ejecuciones del Departamento del Atlántico e información de fuente secundaria del CONFIS, Ministerio de Hacienda y Crédito Público. En este sentido, se destaca el incremento del gasto social Nacional a casi el doble con crecimiento promedio anual del 7.6%, lo que permitió elevar su participación en el PIB del 13.5% a 16.3% en tanto que a nivel Departamental estuvo muy por debajo al Nacional con crecimiento del 6.75% y una participación estable en el PIB de 1.6%

The current article examines the evolution and composition of the total and social spending and its participation in the gross domestic product (GDP) in the period between 2007-2010, for both the national and the departmental governments, in order to perform a behavioral comparison of the mentioned parties and observe their efforts in regards to social matter, within the framework of the theory of well-being, and from the perspective of efficiency and equity. For the quantitative analysis, the budget and the performance of the State of Atlántico along with secondary sources of the district council of economic and fiscal policy (CONFIS), Ministry of Finance and Public Credit, were taken into account. It’s worth noting the rise of the social national spending to almost double with an annual average increase of 7.6%, which allowed an increase of its participation in the GDP from 13.5% to 16.3%; as for the regional level, it was far below the national one, with a growth of 6.75% and a stable participation in the GDP of 1.6%
