Gestión integral del agua en la microcuenca Chuquiribamba-Chantaco

This research was carried out in the Chuquiribamba-Chantaco watershed, adapting the methodological water guide inventory, given by the National Water Forum, to inventory water for the Chantaco Chuquiribamba watershed , in terms of quantity and quality. The rationality of farmers was studied on water management aspects and the use in cropping systems; planning, management alternatives were proposed and use of water in the watershed, and the methodological guide . Inventory results and the best options for water management in the watershed and the use of crop systems were spread out. The research was carried out in a cooperative way , which involved leaders, directors and partners of water systems. Drinking water and community irrigation contributed and helped in providing primary information . Also, the secondary data were organized, validated and systematized, and observations interviews, workshops, meetings, and field tests were spread out. Among the achieved results are the establishment of the Parish Water Forum and a methodological guide to carry out inventory water ; an area of 13, 378 ha was determined to reforest in the watershed, it was established that the organization of drinking water systems and community irrigation are not good; water quality in the biological sense is between good and bad (due to total coliforms are greater than 79 UFC ), and it was found that there was a deficit of water in the watershed in the months May to November, with the most critical month of August, because the Chantaco river (at the close of the watershed) has a flow rate of 264, 7 l / s, so it has a deficit of 4 360, 878.9 m³. Another achieved result was to determine five options for the management and water protection in the watershed: a) Plant or regenerate native plants, b) Maintain at least three meters in each of the stream bank, c) restore or build ponds (earthworks) in the high parts of the Trapa mountain and Guayrapamba , d) reforest areas of dense humid forest, high wet shrub, high dry shrub and high barren plateau, and e ) Reconstruct and build stone pyramids, around the slopes that are located in a grassland area. Also, the technical elements for water management in horticulture cultivation, with spray irrigation, agronomic data such as crop, soil hydro constants, weather and soil data and terrain features, among others, were established. The proposal integrated water management in the Chuquiribamba-Chantaco water shed was established. In this, the creation of the Committee to Support Water Management of the watershed is considered, which will be integrated by the actors involved in water management: Parish Water Forum, the association of drinking water and community irrigation, a representative of the Parish Councils, a representative of the Municipality of Loja, a representative of the Irrigation Company and Production Loja Provincial Government, a representative of SENAGUA, MAGAP and Ministry of Environment. This Committee will lead the implementation of the 22 specific projects contained in the Proposal: Integrated Water Management in the micro-Chantaco Chuquiribamba, based on vision, mission and strategic objectives proposed. To have a Methodological Guide of Water Inventory is essential to determine the quantity and quality of water and set the technical functionality and social systems drinking water and irrigation in the watershed community study. The changing practices of farmers, of the study area, has a detrimental impact on watershed management. The positive is that most producers are watering their horticulture crops with spray irrigation . Strengthening the leadership of the Parish Water Forum is recommended in order to analyze, discuss and make decisions to implement the Proposed Integrated Water Management of the Chantaco Chuquiribamba watershed.

La presente investigación se realizó en la microcuenca Chuquiribamba-Chantaco, adaptando la guía metodológica de inventario hídrico, propuesta por el Foro Nacional de Recursos Hídricos, para realizar el inventario hídrico, en términos de cantidad y calidad. Se estudió la racionalidad de los productores sobre el manejo del agua en vertientes y uso en los sistemas de cultivo; se plantearon alternativas de planificación, manejo y uso del agua en la microcuenca; y, se difundió la guía metodológica y los resultados del inventario y las mejores opciones de manejo del agua en las vertientes y uso en los sistemas de cultivo. La investigación se realizó de manera participativa, donde se involucraron los líderes, dirigentes y socios de los sistemas de agua de consumo humano y riego comunitario, que aportaron y ayudaron en la facilitación de la información primaria, como también se organizó, validó y sistematizó la información secundaria existente; y, se realizaron observaciones, entrevistas, talleres, reuniones de trabajo; y, pruebas en el campo. Entre los resultados logrados se tiene la conformación del Foro Parroquial de Agua y se cuenta con una guía metodológica para realizar inventarios hídricos; se determinó una superficie de 13 378 ha a reforestar en la microcuenca; se estableció que la organización de los sistemas de agua de consumo humano y riego comunitario no es buena; la calidad del agua en lo biológico esta entre buena y mala (debido a la presencia se coliformes totales es mayor 79 UFC); y, se comprobó que hay déficit de agua en la microcuenca en los meses de mayo a noviembre, siendo el mes más crítico agosto, porque en el rió Chantaco (en el cierre de la microcuenca) fluye un caudal de 264, 7 l/s, por lo se presenta un déficit 4 360 878,9 m³. Otro de los resultados alcanzados fue que se determinó cinco opciones para el manejo y protección del agua en las vertientes: a) Sembrar o dejar que se regeneren las plantas nativas, b) Mantener una de por lo menos de tres metros, en cada una de las márgenes de las quebradas, c) Restituir o construir lagunas (albarradas) en las partes alta del cerro Trapa y Guayrapamba, d) Reforestar las áreas del bosque húmedo denso e intervenido, matorral húmedo alto, matorral seco alto y páramo; y, e) Reconstruir y construir pirámides de piedra, sobre la cota de las vertientes que están ubicadas en un área de pastizales. Igualmente se estableció los elementos técnicos para el manejo de agua en el cultivo de hortalizas, con riego por aspersión, tales como los datos agronómicos de los cultivos, las constantes hidrofísicas del suelo, datos del clima y del terreno, características del terreno, entre los principales. Así mismo, se estableció la propuesta de Gestión Integral del agua en la microcuenca Chuquiribamba-Chantaco. En ésta se prevé la Conformación del Comité de Apoyo a la Gestión del Agua de la microcuenca, que estará integrado por los actores involucrados en la gestión del agua: Foro Parroquial del Agua, la Asociatividad de las organizaciones de base de agua de consumo humano y riego comunitario, un representante de las Juntas Parroquiales, un representante del Municipio de Loja, un representante de la Empresa de Riego y Producción del Gobierno Provincial de Loja, un representante de SENAGUA, MAGAP y Ministerio del Ambiente. Este Comité liderará la ejecución de los 22 proyectos específicos que constan en la Propuesta: Gestión Integral del agua en la microcuenca Chuquiribamba-Chantaco, en base de visión, misión y objetivos estratégicos planteados. Disponer de una Guía Metodológica de Inventario Hídrico es fundamental para determinar la cantidad y calidad del agua y establecer la funcionalidad técnica y social de los sistemas de agua de consumo humano y riego comunitario de la microcuenca en estudio. Las prácticas cambiantes de los campesinos, de la zona de estudio, ha incidido negativamente en el manejo de las vertientes; lo positivo es que la mayoría de los productores están regando con aspersión los cultivos de hortalizas, que predomina actualmente. Se recomienda fortalecer el liderazgo del Foro Parroquial del Agua para que en esta instancia se analice, debata y tomen las decisiones para implementar la Propuesta de Gestión Integral del Agua de la microcuenca Chuquiribamba-Chantaco.
