Incêndios florestais, diálogos e interações entre agricultores do entorno de unidade de conservação | Forest fires, dialogues and interactions between small farmers surrounding a nature park

O parque está localizado na Zona da Mata de Minas Gerais, nos municípios de Araponga, Fervedouro, Miradouro, Ervália, Pedra Bonita, Sericita, Muriaé e Divino. Uma das principais ameaças que o PESB sofre está relacionada aos incêndios, decorrentes do uso do fogo na agricultura e pecuária. O fogo é utilizado para limpeza de áreas e, muitas vezes, resulta em incêndios intencionais ou acidentais. Nos últimos anos, a frequência e intensidade de incêndios no entorno e dentro do PESB foram diferentes nas diversas regiões do parque, levando a percepção de que há menos uso do fogo em algumas comunidades do que em outras. Nas comunidades do entorno do PESB residem cerca de 1900 famílias agricultoras, cuja principal fonte de renda é o café. Durante o processo de criação do PESB as famílias do entorno se mobilizaram para evitar a perda de suas terras produtivas. Esta mobilização se deu a partir de 1993 com a realização de um diagnóstico rural participativo (DRP). Esse foi um processo inédito, e levou à redefinição da área e dos limites do PESB. Outra preocupação apontada naquele DRP foi o enfraquecimento das terras. A discussão acerca da recuperação dos solos deu origem a processos de experimentação participativa com sistemas agroflorestais (SAFs), que iniciaram a transição agroecológica hoje existente em várias comunidades do entorno do parque, com destaque para o município de Araponga. Esta pesquisa teve como objetivo analisar a ocorrência de incêndios na região e compreender porque ocorrem mais incêndios em algumas regiões do entorno do Parque do que em outras, e se há relação entre a ocorrência de incêndios com o processo participativo de criação do PESB e o uso de Sistemas Agroflorestais (SAFs) por uma parte das famílias. A pesquisa consistiu de pesquisa documental e de pesquisa-ação, e nesta foram utilizadas e adaptadas diferentes metodologias participativas, tais como observação participante, entrevistas semiestruturadas, Círculo de Cultura e Instalações Artístico-pedagógicas. O levantamento e análise dos incêndios ocorridos no PESB e nos municípios de seu entorno no período de 2008 a 2013, mostrou maior incidência destes no município de Pedra Bonita, na região norte do PESB em contraste ao município de Araponga, onde foi registrado o menor número. Dessa forma, as etapas xiiiseguintes da pesquisa foram realizadas nos municípios de Pedra Bonita e Araponga, onde este município entrou como referencia para a análise dos dados do primeiro. Foram realizadas visitas e entrevistas semiestruturadas nas comunidades de Matipó (Pedra Bonita) e Araponga (São Joaquim, Estouros Brigadeiro, Praia D`Anta), para conhecer o modo de vida, as percepções ambientais e as práticas agrícolas das famílias. Estas foram seguidas pela realização de três intercâmbios entre famílias agricultoras dos dois municípios. As famílias de Araponga se assumem agroecológicas e participam de associações e movimentos sociais. A ausência desses movimentos em Pedra Bonita dificulta o diálogo e a interação entre as famílias, em especial no que se refere às questões ambientais e práticas agrícolas. Embora haja entre estes a preocupação ambiental e, até mesmo a utilização de práticas agroflorestais sem a intencionalidade da transição agroecológica, observam-se mais impactos ambientais que explicam o maior número de incêndios nesta região. Os intercâmbios possibilitaram a interação e a troca de conhecimentos entre as famílias agriculturas dos municípios e levaram a reflexões em relação a práticas agrícolas inadequadas, que estão muitas vezes associadas a uma questão cultural. A promoção do diálogo e da partilha entre os agricultores por meio dos intercâmbios apresenta possibilidades reais de transformação dessa realidade, que já puderam ser observadas ao longo da pesquisa. Além disso, foi possível ampliar a interlocução entre as famílias do entornoeo PESB, e ainda estabelecer diálogos e interações entre comunidades e municípios.

The State Nature Park Serra do Brigadeiro (PESB) is a conservation unit to protect the largest set of mountains, peaks and high fields of the Atlantic Forest Biome in Minas Gerais. The park is located in the Zona da Mata of Minas Gerais, distributed in the municipalities of Araponga, Fervedouro, Miradouro, Ervália, Pedra Bonita, Sericita, Muriaé e Divino. One of the main threats to the park are forest fires caused by use of fire in agriculture and livestock. Fire is used to open new agricultural areas and many times it goes out of control on purpose or accidentally. In the last years, the frequency and intensity of forest fires in the area around and inside the park were different in different regions of it, indicating that there is less fire use in some communities. The communities around PESB comprise nearby 1900 families, which have coffee production as main income. In the course of the creation of the park, the families started a social movement to protect them of losing their agricultural land. The movement started in 1993, when a participative rural appraisal (DRP) was carried out. It was a novelty and it brought a redefinition of the area and limits of the park. Another concern that was pointed out by the DRP was the weakening of the soils. The discussion of the problem gave origin to processes of participative trials with agroforestry systems (SAFs), which started the agroecological transition that exists nowadays in many communities around the park, especially in Araponga. This research aimed to analyse the forest fires events in the region to understand why they occur more in some areas than in others and to verify if there is a connection between the amount of fires and the participative process for the creation of the PESB and the use of agroforestry systems by some families. The research consisted by documental and action research, in which many participatory methods were used and adapted, as participative observation, semi structured interviews, culture circle and artistic-pedagogical installations. The inventory and analyses of the forest fires in the park and its surroundings between 2008 and 2013 showed that there were more forest fires in Pedra Bonita, in the northern region of the park, in contrast to Araponga, where the number was the lowest. With this information, the next steps of the research were done in Pedra Bonita and Araponga, the last used as reference of the observations made in the first. Visits and semi structured interviews were carried out in the communities of Matipó (Pedra Bonita) and São Joaquim, Brigadeiro, Praia D`Anta and Estouro (Araponga). They were done to know the way of life, xvthe environmental perceptions and the agricultural practices of the families. This step was followed by three exchange meetings between families from the two municipalities. The families from Araponga identify themselves as agroecological and join associations and social movements. The absence of such movements in Pedra Bonita makes the dialogue and interactions about environmental issues and agricultural practices between the families more difficult. Despite they show environmental awareness and use agroforestry practices without an agroecological purpose, it is possible to see there more environmental impacts that explain the larger number of forest fires. The exchange meetings made possible the interactions and knowledge exchange between the families. Also, they promoted reflexions about inadequate agricultural practices that are sometimes related to their cultural habits. The raise of dialogue and involvement between farming families by the exchange meetings gives real chances of change, some that were already observed during this research. Furthermore the meetings improved the dialogue between the families and the park and between communities and municipalities.
