La fonction récréative des massifs forestiers wallons : analyse et évaluation dans le cadre d'une politique forestière intégrée | Forest recreation in the Walloon woodlands : analyses and valuation in the framework of a global forest policy

French. Une analyse de la fonction récréative de la forêt a été réalisée sur l’ensemble de la Région wallonne. Cette approche régionale confère à cette étude une indéniable originalité. La définition de cette fonction a été précisée en se limitant aux activités non marchandes. L’analyse de la demande du public a été effectuée via trois modalités d’enquêtes : une enquête téléphonique auprès d’un échantillon de la population wallonne et bruxelloise, une enquête au sein de 40 massifs et durant 6 périodes et enfin une enquête auprès des responsables de l’administration forestière régionale pour cartographier le niveau de fréquentation de l’ensemble des massifs forestiers wallons. Quant à l’offre récréative de la forêt wallonne, elle a été appréhendée par l’intermédiaire d’une compilation de très nombreuses données. Ces données relatives à la demande et à l’offre ont servi de base à l’élaboration d’un modèle d’estimation du nombre de visites pour l’ensemble de la forêt wallonne en distinguant la population locale, les touristes d’un jour et les vacanciers. Une estimation économique de ces visites et de l’ensemble de la fonction récréative de la forêt wallonne a été effectuée en adaptant, moyennant un certain nombre d’hypothèses, les méthodes des coûts de déplacement et de l’évaluation contingente au contexte régional wallon ainsi qu’aux données disponibles. L’ensemble de méthodes d’investigation mises en oeuvre ont permis de quantifier l’importance de la fonction récréative au niveau régional tout en soulignant aussi les variations locales. Des recommandations en termes de prise en compte de la fonction récréative dans la politique forestière, tant au niveau régional qu’au niveau local ont pu dès lors être proposées.

English. An analysis of forest recreation in Wallonia has been carried out. The originality of the approach resides mainly in the fact that a regional scale was used. The precise meaning of “forest recreation” was clarified by limiting it to the non benefit services. The analysis of the public demand was performed by means of three main surveys: a phone survey based on a sample of the Walloon and Brussels population, a survey within 40 woodlands (during 6 periods) and, finally, a survey conducted among managers of Forest Service districts in order to map the visitation level of all Walloon woodlands. Data concerning the recreational supply of the Walloon forest have been gathered as well. These data concerning supply and demand were used to create a model capable of forecasting the number of visits for the whole Walloon forest according to local population, one day tourists and holidaymakers. An economic assessment of these visits and the whole recreational function of the Walloon forest was made by adapting two methods (travel costs and the contingent valuation method) to the Walloon regional context and to the available data. All these investigations provided the quantification of the importance of the recreational function at a regional level as well as highlighting local variations. Recommendations related to the taking into account of forest recreation in forest policy, both at the regional level and at the local level were therefore proposed.
