In his article, professor Porter explains the concept of "clusters" and the competitive advantage that they offer within the different productive sectors and, in general, within the global economy. "Clusters" are geographic concentrations of companies and institutions connected with each other in a particular place. They include suppliers of specialized raw materials and specialized infrastructure. Some involve government entities, educational institutions and associations. Good examples are the wine "clusters" of California, or the shoe "clusters" in Italy. Why "clusters" are crucial for competition The author presents four key points : 1. Productivity : due to the geographic nearness, the companies have a great supply of producers of raw materials, rapid access to information, the necessary technology and institutions which allow them to measure and stimulate enhancements. 2. Better Access to Employees and Suppliers : local contracting lowers the costs of transactions, reduces the need of inventories to a minimum, eliminates importation costs and delays (due to the fact that local goodwill is important), reduces the risk that the suppliers may fix excessive prices or may not fulfill their commitments. The nearness improves Communications and makes it easier for suppliers to render complementary or support services. 3. Access to Specialized Information : a great amount of information regarding markets, technologies and competition is accumulated within a "cluster" and its members have preferential access to it. Furthermore, personal and community relations promote confidence and facilitate the flow of information, making it more transferable. 4. Complementaries: it is more attractive for clients to visit a "cluster", since it represents savings in terms of time and money. Besides, other "clusters" in the area, such as food shops and tourism, benefit from these visits. 5. Access to Institutions and Public Welfare : investments made by the government in the development of infrastructure improve the productivity of the "cluster". 6. Better Motivation and Measurement : local rivalry is very innovating. Pressure from fellow workers amplifies the competitive pressure within a "cluster". Pride and the desire to stand out in the local community stimulate the executives to make an effort to surpass the others. 7. Innovation : companies within the "clusters" can experiment at lower costs and delay larger commitments until they are sure that a particular innovation is going to have results. 8. Formation of New Businesses: new suppliers multiply within a "cluster" because a concentrated base of clients reduces risks and makes it easier for them to identify market opportunities. One of the factors that influence most in the collapse of a "cluster" is technological standstill. Constant evolution of the productive activity and the competition's changes of location are factors which should also be kept in mind; without forgetting the changes which occur at the site where the "cluster" is located. This type of activity is developed in countries with advanced economies.

En su artículo, el profesor Porter explica el concepto de los “clusters” y la ventaja competitiva que ofrecen dentro de los diferentes sectores productivos y, en general, dentro de la economía global. Los “clusters” son concentraciones geográficas de compañías e instituciones, conectadas entre sí, en un lugar particular. Incluyen proveedores de insumos especializados y de infraestructura especializada. Algunos involucran entidades gubernamentales, instituciones educativas y asociaciones. Ejemplo de esto son los “clusters” de vinos de California o el de zapatos de cuero en Italia. Por qué los “clusters” son decisivos para competencia. El autor presenta 4 puntos clave: 1. Productividad: Debido a la proximidad geográfica, la compañías tienen una gran oferta de productores de insumos, rápido acceso a la información, tecnología e instituciones necesarias que les permiten medir e impulsar mejoras. 2. Mejor Acceso a Empleados y Proveedores: La contratación local rebaja los costos de las transacciones, reduce al mínimo la necesidad de inventarios, elimina costos de importación y demoras (debido a que la reputación local es importante), rebaja el riego de que los proveedores fijen precios excesivos o no cumplan con los compromisos, La proximidad mejora las comunicaciones y facilita que los proveedores presten servicios complementarios o de apoyo. 3. Acceso a Información Especializada: Gran cantidad de información sobre mercados, tecnologías y competencia se acumulan dentro de un “cluster” y los miembros tienen acceso preferido a la misma. Adicionalmente, las relaciones personales y comunitarias fomentan la confianza y facilitan el flujo de información, la hace más transferible. 4. Complementariedades: Para los clientes es más atractivo visitar un “cluster” pues les representan ahorro en términos de tiempo y de dinero. Además, con estas visitas se benefician otros “clusters” del área, como alimentos y turismo. 5. Acceso a Instituciones y Bienes Públicos: Inversiones realizadas por el gobierno en el desarrollo de infraestructura mejoran la productividad del “cluster”. 6. Mejor Motivación y Medición: La rivalidad local es sumamente innovadora. La presión por parte de los compañeros amplifica la presión competitiva dentro de un “cluster”. El orgullo y el deseo de quedar bien en la comunidad local estimulan a los ejecutivos para que intenten superarse los unos a los otros. 7. Innovación: Las compañías dentro de los “clusters” pueden experimentar a costos más bajos y demorar compromisos más grandes hasta que estén seguros que una innovación, en particular, va a tener resultados.
